Hurricane Dorian's impact: crisis management in shipping

Damage caused by adverse weather forces the shipping terminal to close, disrupting operations, delaying cargo movements, and requiring emergency response measures to ensure safety and minimise financial impact.

Managing crisis response after extreme weather

When a severe storm disrupts terminal operations, organisations face immediate pressure: stabilise the situation, understand environmental risks, and coordinate a large-scale response. Hurricane Dorian caused significant damage to the South Riding Point Terminal in Grand Bahama, resulting in the release of heavy oil. This summary outlines how OSRL supported crisis response, planning, and recovery activities following the event.

Why the event required coordinated action

Hurricane Dorian made landfall as a category 5 storm, damaging tank roofs and releasing heavy oil into the surrounding environment. The terminal was forced to halt operations while the operator worked to manage the spill, assess environmental impacts, and prepare for long-term restoration. The organisation needed structured response planning, practical support, and analysis to understand risks and shape response actions.

How support was delivered

OSRL supported the operator by developing an Environmental Risk Analysis (ERA), an Oil Spill Response Analysis (OSRA), and an Oil Spill Response Plan (OSRP). Operational support included deployment of an Incident Management Team, technical advisors, offshore operations, equipment mobilisation, and aerial and shoreline surveys. Post-incident consultancy and training supported OSRP implementation.

What organisations can apply

  • Prepared resources and structured planning support decision-making during difficult conditions
  • Tactical maps and modelling help teams understand risk zones and plan priorities
  • Sensitivity mapping can focus shoreline efforts and improve coordination
  • Continued planning and training after an incident strengthens future readiness
  • Multi-agency alignment supports progress when access or logistics are disrupted

Rebuilding readiness after a high-impact event

The response to Hurricane Dorian required technical planning, operational deployment, and post-incident analysis. The case study offers insight into how structured support helps organisations manage immediate crisis demands while preparing for longer-term resilience.
