A year of progress and momentum for OSRL

2025 marked a year of steady progress for OSRL, as we continued to deliver on our long-term strategy, first approved by the Board in 2023. With strong and ongoing support from our members and shareholders, the year also saw the launch of our refreshed website, reflecting the evolution of our brand and our vision for the future.

Investing in our people

Our people remain at the heart of everything we do. During 2025, we welcomed 20 new professionals to OSRL, including additional responders, strengthening our operational capability. We also realigned our workforce to better meet the evolving needs of our members worldwide, ensuring the right expertise is available where and when it matters most.

Growing and strengthening our membership

OSRL’s membership continued to grow, with ADNOC and Harbour Energy joining as participant members, alongside several new associate members. Shareholder approval of additional applications further demonstrated confidence in the value OSRL delivers to the global energy and maritime industries.

Strengthening governance

We strengthened our governance arrangements with the appointment of a new Chairman, Jim O’Leary, and new Board members Angelo Sartori Neto, Benjamin Choo, and Grant Bairstow. We also extend our sincere thanks to our departing Chair, André Goffart, and outgoing Board members Angela Barrow, Kitchai Pitiwiwat and Demetrius Harrell, for their years of dedicated service and leadership.

Enhancing our global footprint

This year saw the successful relocation of our Southampton and Fort Lauderdale bases. The opening of our Global Headquarters and the Southampton Preparedness and Response Centre (SPARC) in Southampton, UK, alongside our presence in London, has enhanced accessibility and engagement for our members while supporting our global operations.

Advancing aerial response capability

We awarded the contract for our new aerial dispersant platform, with the project progressing well. At the same time, we continued to actively manage readiness challenges associated with the ageing B727 aircraft, ensuring continued operational resilience.

Advancing science and advocacy

In a demanding regulatory and scientific environment, OSRL made meaningful progress in both research and advocacy. Our dispersant replacement programme continued to move forward, reinforcing our commitment to scientific excellence and evidence-based response capability.

Strengthening global engagement

Throughout the year, we expanded our global reach through participation in key conferences and regional forums. These engagements reinforced OSRL’s leadership role across the industry and strengthened collaboration with members and partners worldwide.

These achievements reflect the collective effort, professionalism, and commitment of our people across the organisation. As we look ahead to 2026, OSRL remains focused on enhancing the value we deliver to our members, supporting preparedness, response, and resilience.
