Angola OSRL Forum brings industry and government together to strengthen spill preparedness
The fifth OSRL Forum in Angola was held in Luanda on 8 September 2026, bringing together representatives from Angola’s oil and gas sector, government and response partners to discuss spill preparedness, response capability and practical collaboration. Attendees at the event included TotalEnergies, ExxonMobil, Sonangol, Etu Energias, Chevron, Azule Energy, Resilience 360 and the Ministry of Mineral Resources, Petroleum and Gas. Hosted by Africa Regional Manager, Sarah Hall and Senior Response Specialist Nicolas Amaral, the forum focused on strengthening readiness in Angola’s complex operating environment.
Participants represented a wide range of tactical and strategic roles, including emergency response, crisis management, HSE, operations, oil spill response and environmental advisory functions. This mix supported a practical discussion on the decisions, constraints and coordination challenges that can arise during a major incident.
The programme began with a welcome session introducing Resilience 360’s in-country capability and the value of combining local presence with international response expertise. A key feature was an interactive logistics exercise focused on major spill mobilisation, covering decision-making, mobilisation timelines, personnel, equipment, aircraft, vessels, permits and other critical resources. The exercise reinforced that effective response depends on technical capability, clear planning, timely decisions and well-rehearsed logistics.
Followed by a focus on dispersant permissions and logistics good practice, including how approvals can be planned in advance, lessons from other countries, and key considerations for dispersant operations. The forum concluded with an open discussion on preparedness in Angola, inviting industry and government representatives to share perspectives and identify opportunities for continued engagement.

Under the theme “Global expertise, local presence, stronger preparedness,” the collaboration highlighted how it will increase customer support, advance local content and help deliver long-term preparedness projects across Angola.
There was strong engagement and constructive discussion throughout the day, as participants shared practical perspectives on mobilisation challenges, approvals, coordination and the realities of responding in Angola.
