OSRL strengthens in‑country capability in Angola through a new collaboration with Resilience 360

OSRL has entered into a collaboration with Resilience 360, for the support and delivery of preparedness services in Angola in line with the country’s local content legislation. This follows a comprehensive review to ensure strong alignment on HSE standards, operational capability, and in‑country delivery.

Supporting Angola’s Local Content Framework

Angola’s local content framework plays an essential role in building national capability and creating opportunities for Angolan‑owned companies to participate actively in the country’s energy sector. OSRL recognises the value this brings - not only in strengthening local industry and skills, but in ensuring that preparedness and response activities are informed by local knowledge, relationships and operational realities.

Collaborating with a respected in‑country organisation such as Resilience 360 enables OSRL to contribute to this development while ensuring services remain accessible, relevant, and responsive to the needs of Angola’s operators.

Resilience 360 brings established experience engaging with national authorities, including ANPG and the Ministry of Environment, providing insight that strengthens the delivery of high‑quality, fit‑for‑purpose work in-country.

Why Resilience 360

Resilience 360 was selected based on their capability, experience, and alignment with OSRL’s operational values:

  • Established footprint across Angola, with offices in Luanda, Cabinda, and Soyo.
  • Strong HSE governance and safety practices, supported by robust policies, training, and clear responsibility structures.
  • Relevant oil spill preparedness and response experience, including major offshore incidents
  • Proven regulatory engagement and logistical support, enabling smooth navigation of in‑country processes and operational needs.

Strengthening OSRL support to Angolan operators

Resilience 360 will support OSRL in delivering preparedness projects, coordinating long‑term contracts, and acting as our in‑country support partner, ensuring a consistent and reliable local presence. Their understanding of Angola’s regulatory framework supports OSRL in delivering services effectively and in compliance with the region's regulations.

By combining OSRL’s global expertise with Resilience 360’s local insight and operational presence, this collaboration strengthens our ability to support Angola’s operators with reliable, high‑quality preparedness and response services that meet both national requirements and industry good practice.

Sarah Hall, OSRL Africa Regional Manager:

Resilience 360 brings valuable local insight and a strong safety culture, and together we are well positioned to help the industry build capability and maintain high standards across the region.”
