OSRL welcomes Intermoor to the Global Subsea Response Network to strengthen offshore mooring and subsea response readiness 

New collaboration enhances mooring engineering, proprietary split-lowering capability, installation planning, integrity management, and offshore execution support for complex subsea response operations. 

[Houston, August 2026] — Intermoor, Acteon’s Moorings and Anchors business line, has joined the Global Subsea Response Network (GSRN), strengthening the network’s ability to support coordinated subsea incident response through specialist mooring engineering, anchor systems, offshore installation, inspection, and decommissioning expertise. 

The inclusion of Intermoor represents an important step in advancing the industry’s collective preparedness for complex subsea response scenarios. As offshore operations continue to move into deeper, harsher, and more complex environments, the demands on subsea response are increasing.  Effective source control and subsea response require more than access to specialized equipment; it also depends on the ability to engineer, mobilize, install, inspect, and recover offshore systems safely and efficiently. 

Intermoor brings more than four decades of experience delivering complex offshore projects worldwide, supporting major operators across the Americas, Europe, Africa, Asia-Pacific, and the Middle East. The company combines advanced engineering, project execution, offshore installation, marine operations, and asset integrity expertise to support some of the industry's most challenging offshore developments. 

A key element of Intermoor’s contribution is its proprietary Split Lowering System (SLS), an engineered shallow-water capping stack installation approach designed to separate the load, vessel configuration, and lowering operation across multiple assets. In a response scenario, this methodology can support safer vessel stand-off, improved control during capping stack deployment, and provide a more structured approach to landing heavy subsea response equipment. This may be particularly valuable where gas dispersion, restricted access, shallow water, or local environmental constraints restrict conventional deployment options. 

Complex subsea response operations require the integration of vessels, ROVs, lifting systems, survey providers, response equipment, marine contractors, and technical authorities. Intermoor's experience managing these multidisciplinary interfaces helps transform engineering concepts into executable offshore solutions under demanding operating conditions. 

Through participation in the GSRN, Intermoor will support the network’s broader objective of improving global readiness for subsea well response by helping define how mooring engineering, anchor handling, temporary station keeping, offshore installation planning, split-lowering methodology, and integrity assurance can be incorporated into response planning, exercises, and regional readiness models. This includes potential support for capping stack deployment planning, vessel station keeping, shallow-water split-lowering operations, temporary mooring spreads, and post-response inspection or recovery activities.

For the wider industry, this collaboration highlights the importance of integrating specialist offshore execution capability into subsea emergency preparedness. Response effectiveness depends not only on access to subsea hardware and competent personnel, but also on the ability to position vessels safely, manage deployment systems, understand seabed and anchor constraints, and execute offshore activities in a safely controlled and repeatable manner. 

Intermoor’s role in the GSRN will also support the development of regional readiness models. These may include pre-identified mooring strategies, anchor handling resources, split-lowering concepts, installation methods, equipment interfaces, engineering assumptions, and recovery plans to be prepared in advance. Working through these requirements in advance can help reduce mobilization friction during an incident and improve consistency across regions, operators, contractors, and response organizations.

The GSRN will continue working with members and technical partners to identify practical ways to improve subsea response preparedness, including response engineering, exercises, regional execution models, contractor integration, and the sharing of lessons learned across the industry.
