Turning incident insights into practical improvements

In November 2021, a spill occurred during bunkering operations near Algoa Bay, Port Elizabeth. The incident required a multi-vessel local response and raised concerns about preparedness, coordination and the clarity of responsibilities between organisations. 

Following an internal review, an OSRL Member asked us to assess local response arrangements and help identify practical improvements. Support included a stakeholder workshop, a review of recent spill response actions, Incident Management Training (IMT), and input into the development of an improved Local Bay Contingency Plan.

What the case study explores

The review highlighted several opportunities to strengthen preparedness and response capability, including:

  • Clearer roles and responsibilities across operators and authorities
  • Improved communication and coordination between stakeholders
  • Joint training and collaborative response planning
  • Access to environmental sensitivity data and mapping
  • Regular exercises and drills
  • Scenario-based oil spill risk assessments
  • Robust contingency arrangements for bunkering operations

The programme also included stakeholder mapping, equipment capability assessments and recommendations covering planning, training and environmental sensitivity mapping.
